Councillor Bell's position on downtown BarTax:
Downtown Policing and Clean-up continue to cost the City over $1 million/year. Alcohol related crime continues
to be the largest impediment to Downtown Recovery. Bob would re-visit the bartax/cost recovery issue in the next term of council.
August 2009 Bar owners refuse to pay any of the cost for the installation of Pissoirs
April 2008 In a close vote at City Council the cost recovery from bar owners fails
September 2007 Legal Staff at City Hall and outside legal advice confirm that the City has the power and right to recover cost from bar owners.
November 2006 In Bob Bell's campaign for election to City Council, cost recovery from bar owners is a central issue.
2002-2005 There are over 10,000 liquor licensed seats within the downtown. Alcohol related crime is having a negative
effect on the other businesses downtown. During this period Bob Bell made several presentations to AGCO Hearings in attempts to stop new bars from opening
